You may seek to change your RTO's scope of registration by adding new training products (qualifications, units of competency or accredited courses).
You must submit an Application to change scope of RTO registration using asqanet—and the application must be approved by ASQA—before any changes are made to the qualifications or units of competency that you offer or deliver.
ASQA will not begin to process your application until all outstanding fees, including annual registration fees, are paid in full.
When a new or revised training package is released, ASQA identifies all qualifications and units of competency that have been determined by the relevant SSO as being ‘equivalent’ to a current training package product.
If you have one of these products on your scope of registration, ASQA will automatically pdate your scope of registration with the new, equivalent training product.

When submitting your application in asqanet, you will need to upload these documents (and any supporting evidence required) when providing the attachments to support your application.
ASQA’s assessment of your application
ASQA will assess these applications through an audit process, although in most cases, there will not be a site visit.
Applicants will not receive an opportunity to submit rectification evidence in response to non-compliances found during the audit process.
This process will apply for all RTOs registered for less than two years as of 1 July 2018.
Your RTO may only add an Australian Qualifications Framework (AQF) qualification or assessor skill set from the Training and Education Training Package to your scope if your organisation has:
- held registration for at least two years continuously
- undergone an independent validation of its assessment system, tools, processes and outcomes in accordance with the requirements contained in clause 1.25 of the Standards for RTOs 2015.
Providers registered on the Commonwealth Register of Institutions and Courses for Overseas Students (CRICOS) seeking to change their scope of registration must also submit an 'Application to amend CRICOS registration' and pay the relevant fees for this application.
