Regulatory updates

New standards for English Language Intensive Courses for Overseas Students (ELICOS) have been developed by the Australian Government Department of Education and Training.

The revised National Code seeks to uphold Australia's international reputation for providing high-quality education and training services.

The updated National Code of Practice for Providers of Education and Training to Overseas Students 2017 came into effect on 10 April 2017.

From 1 January 2017, Clause 1.23 and 1.24 of the Standards for RTOs 2015 come into effect.

From 1 July 2016. These amendments designate ASQA as the ESOS agency for some providers.

Additional clauses in the Standards for RTOs 2015 (the Standards) come into effect for all RTOs from 1 January 2016.

ASQA has developed a strategy for transitioning to the Standards for RTOs 2015.

ASQA is currently developing comprehensive information about the transition to the new RTO standards.


On 26 September 2014, the Council of Australian Governments (COAG) Industry and Skills Council agreed to new regulatory standards for training providers and regulators.
