As outlined in the Regulatory Strategy 2020-22, the Australian Skills Quality Authority (ASQA) is undertaking a strategic review of online learning in the vocational education and training (VET) sector. This strategic review was prompted by the significant number of providers who shifted delivery online in response to the circumstances created by the coronavirus (COVID-19) pandemic.

The strategic review seeks to understand the opportunities and risks of online learning in the VET and English language sectors, to ensure our regulatory approaches are effective in responding to this changing environment, and to ensure that the quality of VET delivered online to domestic and international students remains at a high standard and continues to support confidence in the integrity of qualifications issued by providers.

Our approach to the review

The approach of the strategic review is consistent with our renewed regulatory approach, which includes strengthening the guidance, support and education we offer to providers to help them understand their regulatory obligations and to self-assure.

As part of the strategic review, ASQA will:

  • undertake public consultation, including a survey of all providers seeking to understand their use, experience and perceptions of online learning
  • facilitate focus groups and interviews with current and former VET students to better understand the student experience of the transition to online learning and other impacts of the COVID-19 pandemic on training
  • undertake direct consultation with key stakeholder groups to identify areas where providers may still face challenges, including barriers to innovation, and where ASQA can provide further support as part of the strategic review process
  • draw on the advice and experience of ASQA’s Provider Roundtable and Stakeholder Liaison Group (SLG)
  • promote continuous improvement and take an innovative approach to engagement through the delivery of ‘feedback loop’ webinars
  • undertake internal consultation to identify the challenges, risks and opportunities for ASQA in effectively regulating online delivery and assessment
  • conduct research on the risks and benefits associated with online learning in the VET sector, including potential areas of innovation, and building an increased understanding of specific learning platforms and the range of technologies available for achieving learning outcomes
  • produce education and guidance materials for VET providers to support sector insights and learning
  • deliver a series of webinars and insights papers with a final summary report comprising findings, recommendations and actions. This enables ASQA to promote and ensure provision of quality online learning outcomes for the Australian VET sector.

The review’s findings will inform the development of guidance and support ASQA can offer providers to promote quality outcomes in the VET sector and support self-assurance. It will also inform how we engage with our broader stakeholders about online learning and its delivery in the VET sector.
