Change scope of registration

Scope of registration defines the services, training package qualifications or competencies that a registered training organisation (RTO) is approved to deliver.

Why change your CRICOS scope of registration?

There are a variety of reasons that you may wish to change the scope of your CRICOS registration, including to:

  • add or remove courses from your scope
  • add or remove permanent delivery sites (this includes both additional sites and replacement sites)
  • increase or decrease overall student capacity
  • change the duration of a course
  • increase or decrease student tuition fees for a course
  • change the mode of delivery for a course.

You must apply to ASQA, and receive approval, to make any changes to your scope of registration. Fees apply. For a full list of fees and charges, please read the Guide to ASQA fees and charges (PDF).

You do not need to apply to add new or revised courses that are equivalent to superseded courses that you already have on your CRICOS scope. These equivalent courses will be automatically added to your scope by ASQA.

How to submit your change of scope application

Submit your 'Application to change scope of CRICOS registration' using the online registration portal, asqanet.

You will also find information about evidence to include with your application in asqanet.

Once you send us your application, you will receive an acknowledgement of receipt.

Fees for changing scope of registration

Fees and charges relief

ASQA is waiving some fees and charges for:

  • VET providers and accredited course owners until 1 July 2022
  • ELICOS-only providers until 31 December 2022

The introduction of ASQA’s full cost recovery will be deferred a further 6 months to 1 July 2022.

Fees for adding courses

The fees for adding courses to your scope are:

  • $500 to add one training product
  • $150 for each additional training product included on the same application.

You will be invoiced when you submit your application.

Fees for adding delivery sites or increasing student capacity

The fees for adding additional or replacement delivery sites and/or increasing student capacity are:

  • $1640 per application (requesting additional student capacity and/or one additional or replacement delivery site), plus
  • $820 per extra delivery site.

You will be invoiced when you submit your application.

Changes not subject to fees

ASQA does not charge to:

  • remove courses from your scope
  • remove permanent delivery sites
  • reduce overall student capacity
  • change the duration of a course
  • change student tuition fees for a course
  • change mode of delivery for a course.

How we process your change of scope application

ASQA will review your application to change your CRICOS registration scope to make sure you can comply with the ESOS Framework and the Risk Assessment Framework.

As a result of this review, ASQA will either:

  • approve your request to change your scope of registration, or
  • conduct a performance assessment (audit) of your organisation to gather further information to inform our decision.

Outcome of your change of scope application

We will process change of scope applications within six months of accepting a properly completed and full compliant application.

If we approve your application

If your application is successful, we may decide to:

  • approve your application in full
  • approve some changes but not others
  • approve your application with some conditions.

We will inform you of our decision in writing. If we do not grant approval in full, the reasons for our decision will be provided.

ASQA will make any changes needed to CRICOS and as a result of our decision.

If we reject your application

If we reject your application, we will notify you in writing with the reasons for this decision.
