Fit and proper person requirements
Initial registration applicants must make a declaration about whether the people who own or are associated with the applicant (and relevant associates) are ‘fit and proper’ people to operate a training provider.
This declaration will require applicants to disclose additional relevant information about managers, consultants, agents, and all owners, including those who have indirect ownership arrangements with the organisation. Applicants must also provide more information about their associations with other training providers.

The VET Quality framework’s Fit and Proper Person Requirements allow ASQA to consider applicants’ prior involvement in RTO management when making decisions to grant registration or reregistration, or amend registration. These requirements have been part of the Standards since 2015.
All providers are required to submit:
- a current and historic ASIC report (issued within the last 6 months)
- a current Fit and Proper Person Declarations (completed within the last 6 months).
The application may also require that you submit:
- a Delivery Activity Data Summary (found in the application on asqanet)
- written agreements for course copyright permissions.
Please note that the Financial Viability Risk Assessment (FVRA) and Self-Assessment are not required for renewal.
