Ministerial Statement of Expectations
The Hon Andrew Giles MP, Minister for Skills and Training, provided ASQA with a Ministerial Statement of Expectations on 22 December 2025.
The Ministerial Statement of Expectations outlines Minister Giles’s expectations of ASQA as a best-practice regulator, with a focus on performance in the context of the Australian Government’s commitment to productivity.
The SOE focuses on four key areas:
- Continuous improvement and building trust, including:
- Quality and integrity
- Targeting non-genuine providers
- Risk management
- Digital Transformation
- Cost recovery
- Evidence-based advice
- Risk-based and proportionate approaches, including:
- Regulatory reform opportunities
- Smart regulation
- Active use of regulatory tools
- Collaboration and engagement, including:
- Government partnerships
- Sector collaboration
- International engagement
- Leadership and organisational performance, including:
- Supporting ASQA’s success
- Supporting ASQA’s success
Statement of Intent
In line with the Regulator Performance Guide, Australian Skills Quality Authority has developed a Statement of Intent in response to these expectations, which was signed by the Minister in March 2026.
Our Statement of Intent outlines our commitment to meeting the Minister’s expectations while delivering on our statutory mandate and advancing our vision for the Vocational and Education Training (VET) sector under the Public Governance, Performance and Accountability Act 2013 and the National Vocational Education and Training Regulator Act 2011.
Our vision is a VET sector that is trusted, high-performing, and responsive to Australia’s evolving skills needs – a sector that is inclusive, and where learners can access quality training for initial skilling, up-skilling and re-skilling at every stage of their education and career journey.
We will report against the Statement of Expectations in accordance with our Statement of Intent in future annual reports. We will also publish Key Performance Indicators and service standards that demonstrate our progress, including specific measures related to implementation of the 2025 Standards, use of regulatory powers, productivity improvements, stakeholder satisfaction, and organisational capability.
