To prepare to become a registered training organisation (RTO) you need to:
- understand the requirements for registration
- develop your organisation’s systems and processes so you are ready to deliver quality training and assessment
- prepare evidence to submit with your application.

Requirements for registration
If you apply for registration with ASQA, you need to be prepared to meet the Vocational Education and Training (VET) Quality Framework.
The framework includes the following standards and conditions:
- Standards for Registered Training Organisations (RTOs) 2015
- Fit and Proper Person requirements
- Financial Viability Risk Assessment requirements
- Data Provision requirements
- the Australian Qualifications Framework.

Evidence requirements
Evidence you need to submit to become an RTO includes:
- A self-assessment of how you meet the requirements of the Standards for RTOs 2015, with documents to evidence this.
- Information and documents to demonstrate your financial viability.
- Fit and proper person declarations for key people associated with your organisation.
- Supporting evidence of your legal entity and any business names.
You may be asked for additional evidence during your registration assessment.

- Determine if your organisation’s processes and systems meet the Standards for Registered Training Organisations (RTOs) 2015.
- Identify where you need to provide supporting evidence with your application.

Financial viability
You need to demonstrate that you will operate a business that is likely to last and can achieve quality education outcomes.
This is required by the National Vocational Education and Training Regulator (Financial Viability Risk Assessment Requirements) Instrument 2021.
You need to provide a completed financial viability risk assessment tool with your application, together with supporting evidence. This needs to be signed by a registered accountant.
Fit and proper person declaration
All owners and certain executive officers of your organisation need to submit a Fit and Proper Person declaration.
A fit and proper person is a term used to determine a person’s honesty, integrity and reputation. It is used to confirm if a person is fit and proper for their role.
These declarations ensure people associated with your organisation have the characteristics and principles to deliver high-quality services and outcomes for VET students.

Legal entity and business names
The evidence you need to submit depends on your type of legal entity.
For companies, you need to provide a Certificate of Incorporation from ASIC and a current and historical company extract.
You need to provide a record of registration for each business name.

Industry approvals for certain training products
Some VET qualifications allow graduates to apply for a licence or work in a specific job role.
To add certain training products to your scope of registration you need to show an approval from the relevant industry regulator.

Accredited courses
You need to provide evidence the course owner has given you permission to deliver an accredited course.
The national register identifies course owners for each accredited course.
Restrictions on delivery of Training and Education (TAE) Training Package products
You need to be registered for at least 2 years to be eligible to apply for certain training products from the TAE Training Package.
