The Offshore Delivery Census is now open and all ASQA-regulated providers are required to participate.
The census supports implementation of the new offshore delivery reporting requirements introduced through the amended National Vocational Education and Training Regulator (Data Provision Requirements) Instrument 2020, which commenced on 1 October 2026. The census will also establish a sector-wide baseline of offshore delivery activity to support ASQA's ongoing regulatory activities.
Who must complete the census?
Participation is compulsory for ASQA-regulated providers regardless of whether they currently deliver training offshore. Providers with no offshore delivery activities are still required to submit a nil return.
Providers managed by Queensland Curriculum and Assessment Authority (QCAA) are not required to complete the census.
What information will be collected?
The census will collect information about current offshore delivery activities, including:
- offshore delivery locations
- training products delivered offshore, including nationally recognised and non-accredited training
- training and assessment arrangements.
For the purposes of the census, offshore delivery includes any training and/or assessment delivered to a student that is located outside of Australia, either directly by the provider or through a third party acting on the provider’s behalf. Do include students outside of Australia who are undertaking training and/or assessment online. Do not include overseas students on a student visa.
Accessing the census
A unique URL link to the census questions will be emailed to all provider CEOs on 13 October 2026. Submissions must be received by 8 November 2026. Failure to submit the census may result in follow-up regulatory activity by ASQA.
If your organisation has not received the email, you should:
- check the CEO's spam or junk email folder
- verify that the CEO contact details recorded on training.gov.au are current and update them in asqanet if necessary
- submit an enquiry through ASQA's online webform.
