When issuing the following documents, all Registered Training Organisations (RTOs) must follow the:

Qualification documents

When a student finishes their required units or modules, RTOs must give them a certified:

  • testamur
  • record of results.

The AQF defines a testamur as ‘an official certification document that confirms that a qualification has been awarded to an individual’. The record of results can appear on the back of the testamur or in a separate document.

Statement of attainment

When a student leaves a training program, RTOs must issue a statement of attainment. This applies whether the student completes it or not. RTOs can't issue it as a progress statement for students continuing the same program.

Unique Student Identifier (USI)

All RTOs must follow clause 12 of the Compliance Requirements for the USI Scheme

Students with a USI can get an online record and transcript of their VET results from 1 Jan 2015 onwards. Unless exempt, an RTO can only issue a qualification or statement of attainment after:

  • the RTO has verified the USI, or
  • the RTO applies for a USI on behalf of the student.

AQF requirements

RTOs can use it to check what to record on:

  • testamurs
  • statements of attainment
  • records of results.

RTOs must not enter a USI on these documents. The AQF also has a guide to requirements with examples of certified documents.
