An ASQA delegation is when we allow selected providers to manage their own scope of registration. These providers can add new training products without applying or paying an application fee.

ASQA delegations are approved for providers:

  • with a strong compliance history, and
  • who make frequent, extensive changes to their scope. 

Providers enter into a Delegation Agreement with us. This outlines each party’s responsibilities and agreement terms.

ASQA delegations are at our sole discretion and we may revoke them at any time.

An ASQA delegation is approved for RTOs with a strong history of VET compliance and who make frequent and extensive changes to their scope of registration. It is a functional mechanism enabling these RTOs to manage their own scope of registration.

To be considered for a delegation, an RTO is required to demonstrate they:

  • have appropriate systems in place to manage the delegated function
  • have a history of frequently adding to scope
  • a strong history of VET compliance over a full registration period.

In deciding whether to proceed with consideration of a delegation, RTOs are urged to:

  • consider the benefits and implications a delegation may have to their organisation and business processes
  • consider its ability to comply with the responsibilities and obligations of an ASQA delegate
  • compare the costs to the benefits of accepting the responsibility of amending your own scope of registration.

To enable the delegate function, RTOs enter into a Delegation Agreement with ASQA that outlines each party’s responsibilities and the term of the agreement.

The key requirements of the Delegation Agreement are:

  • the agreement is aligned to the RTO’s registration period, subject to satisfactory performance and compliance
  • the delegate must have a documented quality assurance system in place to manage the delegated function
  • delegates must nominate an RTO representative to act as a liaison with ASQA in discussions regarding the exercising of the RTO's delegation
  • the delegate is not permitted to advertise or promote its role as a delegate.

ASQA’s granting of an RTO delegation is at its sole discretion and the delegation may be revoked by ASQA at any time.

ASQA delegates must continue to adhere to all the normal requirements of an RTO, including remaining compliant with the VET Quality Framework throughout the period of the Delegation Ag

ASQA works with delegates to ensure they have the information and support that they need to manage their own scope of registration.

Applying for a delegation is a decision for each RTO to make after considering the associated business and compliance implications. An ASQA delegation may not be suitable for all RTOs and, therefore, the list of ASQA delegates should not be considered a comprehensive indicator of all compliant RTOs in the VET sector.
