Risk Overview

Quality, sufficiency and fitness-for-purpose of training delivery consolidates risks where training occurs, but is not sufficient, appropriate or capable of producing the intended skills outcomes.

Training quality and consistency are compromised where students do not receive sufficient time, support or contextualised learning opportunities to develop genuine competence. In these settings, delivery can shift from capability development towards unit completion, with limited supervised practice, feedback and consolidation. Key areas of concern include inadequate duration and assessment‑driven delivery models, inappropriate online‑only delivery of practical or safety‑critical units, and reliance on generic, non‑contextualised training and assessment materials that weaken relevance, depth and transference of learning.

Additional risks to student experience and outcomes arise from gaps in cultural safety and access to culturally appropriate training, particularly for First Nations students, and from broader learner readiness and support gaps, including limited educational and wellbeing support. Where learner readiness is not assessed early or support needs are not identified and addressed, students are more likely to disengage, progress unevenly or complete without developing the intended skills.
