When to apply to change or amend your ESOS registration
Reasons to change or amend your ESOS registration include:
- to add or remove:
- VET or ELICOS courses
- delivery locations where courses are approved
- a work-based training component for a course
- increase or decrease student capacity at approved locations
- change course fees, duration or delivery formats.
When you don’t need to apply to change your registration
You don’t need to apply to change your registration if:
- an existing VET training package qualification is superseded and replaced with a new, equivalent version
- you deliver skill set courses that are exempt from ESOS registration.
Equivalent training package qualifications
You don’t need to apply to add new VET training package qualifications that are replaced with equivalent qualifications and are already registered on your CRICOS scope of registration.
ASQA will automatically update transitioning equivalent training products to your registration with the same details as the superseded course, including locations, course fees and duration.
You still need to apply to add new VET accredited courses to your registration, even when they are identified as equivalent to another registered VET accredited course because permission from the course owner is required before applying to add new accredited course to your scope
Exempt courses
Registered training organisations (RTOs) can offer select supplementary VET skill set courses to overseas students without becoming ESOS providers or adding the courses to their ESOS registration.
The exemption allows overseas students to study supplementary courses simultaneously with the primary course related to their visa.
These types of course are generally skill sets needed to work in certain industries in Australia.

ESOS Framework requirements
Before you apply to add new VET or ELICOS courses, new delivery locations to your registration or increase student capacity at an existing delivery location, you need to meet the ESOS framework requirements.
When you submit your application via the asqanet portal, you are declaring that you comply with these requirements.

We take a risk-based approach to assess applications.
To decide whether to grant your application, we consider:
- the courses, locations and capacity you have applied for
- your approved courses, locations and capacity
- your provider profile and compliance history
- your resourcing and readiness to deliver what you’re seeking.
Our initial assessment may identify that we need to review more evidence of your capability and readiness or conduct a performance assessment before making a final decision. We will let you know in writing if this is the case.
How long it takes to review your application
If your application is complete, we’ll process it within 28 calendar days from the date we receive it.
We’ll let you know the outcome of our decision in writing.

If we approve your application
We may approve:
- your application in full
- some changes to your registration but not all
- your application with some conditions.
If we don’t approve changes to your registration
Your application may not be approved if:
- it’s incomplete and you didn’t give us the required documentation on time or in the format we need
- you didn’t pay the fee invoice in full
- you didn’t demonstrate compliance with the ESOS Framework.
If you disagree with our decision
If we don’t approve your registration application, we’ll send you a letter to explain why. You can also ask us to review our decision.
