All Registered Training Organisations (RTOs) must collect and report information about their students, training activity and outcomes in accordance with the Data Provision Requirements and the National VET Data Policy.

Reporting requirements are transitioning from Australian Vocational Education and Training Management Information Statistical Standard (AVETMISS) based reporting to reporting under the VET Information Standard, as part of the VET Data Streamlining Program. Depending on an RTO’s reporting arrangements, data may be submitted directly to National Centre for Vocational Education Research (NCVER) or through a state or territory authority.

Transition to the VET Information Standard

The VET Information Standard has been released and will replace the AVETMISS for the VET Provider Collection. RTOs should familiarise themselves with the new requirements and transitional arrangements that apply to their organisation.

The National Vocational Education and Training Regulator (Data Provision Requirements) Amendment (Data Streamlining) Instrument 2026 to amend the National Vocational Education and Training Regulator (Data Provision Requirements) Instrument 2020 will come into effect on 1 October 2026.

What information do I need to collect and report on?

RTOs must collect and submit VET activity data in accordance with the applicable reporting requirements. Depending on reporting arrangements and implementation timeframes, this may include reporting under AVETMISS or the VET Information Standard.

Providers reporting under AVETMISS

You must collect AVETMISS-compliant records for all students, and all competency enrolments delivered and outcomes achieved throughout the calendar year.

Early in the following year, you must report this data to NCVER unless you have previously done so through existing contractual arrangements.

Providers reporting under the VET Information Standard

You must collect and provide reportable data for all students undertaking nationally recognised training and for all accredited training delivered by your RTO. This includes students who complete training, withdraw or do not successfully complete their studies.

NCVER provides technical specifications, guidance and reporting resources to support providers in meeting their reporting obligations, including resources relating to both AVETMISS and the VET Information Standard during the transition period.

You must maintain a VET data system that:

  • stores reportable data in digital form
  • supports reporting through the required reporting pathway
  • enables data to be collected and submitted in accordance with reporting requirements.

Most RTOs will meet these requirements through a student management system that supports the VET Information Standard.

Under the VET Information Standard, reportable data is submitted through technology-enabled reporting pathways that support more timely and frequent reporting of training activity to NCVER.

The VET Information Standard specifies the:

  • information elements that must be collected and reported
  • business rules and conditions that apply to each data element
  • status of student enrolment activities  
  • processes that RTOs will follow to streamline their data reporting obligations.
