Personal exceptional circumstances (e.g. death or serious illness):

Medical certificates which detail the nature of the illness, the length of time which the person has been unable to respond, and the expected time by which the person will be able to respond, or
Certified true copy of a death certificate, or
A signed statement from social worker, counsellor, or other party which details the reasons why the person is unable to respond, the length of time which the person has been unable to respond, and the expected time by which the person will be able to respond.

External exceptional circumstances (e.g. significant impacts of a natural disaster):

evidence of official declaration of a natural disaster, and/or
certified true copy of a fire report, police report or insurance report.
