What is scope of registration?

Scope of registration is the vocational education and training (VET) training package qualifications, accredited courses and units of competency that your Registered Training Organisation (RTO) is approved to deliver.

Your scope of registration is listed on the national register.

Your RTO can't advertise, issue a qualification, accredited course or unit of competency that isn't included on your scope of registration.

When to apply to change your scope of registration

You need to apply to change your scope if you want to add or remove training package qualifications, accredited courses and units of competency to your RTO registration.

If you are a provider registered on the Commonwealth Register of Institutions and Courses for Overseas Students (CRICOS), you will also need to apply to change your registration to:

  • add or remove VET courses
  • increase or decrease student capacity or student course fees
  • add or remove delivery locations
  • change course duration or delivery format
  • change a mandatory work-based training component for an existing course.
  • to add a new accredited course to scope, even if the course replaces another on your registration.
  • to add new, non-equivalent training package qualifications and units of competency to your scope if a training product has been superseded.

Newly registered RTOs are not permitted to apply to add training products to their approved scope until they have been registered for a period of 24 months or more.  

This is to ensure new RTOs focus on providing quality training and assessment for the products they are initially approved to deliver, and so that ASQA may ensure that the RTO has demonstrated understanding of the educational integrity and commitment required to operate in the VET sector prior to expanding its course offerings. 

 When you don’t need to apply to change your scope of registration

You don’t need to apply to change your scope of registration:

  • to deliver skill sets made up of units of competency from a training package qualification or accredited course already on your scope
  • if a training package qualification or unit of competency on your scope is superseded and replaced by a newer, equivalent version, as your scope will be automatically updated.

Delivery of elective units

Qualifications and accredited courses are made up of compulsory or elective units of competency or a combination of both.

Packaging or course rules describe the requirements and combination of units to achieve a qualification or course.

Providers registered for a full qualification or accredited course can also deliver:

  • units of competency named in the packaging or course rules
  • a skill set made of up units of competency named in the packaging or course rules.

Delivery of standalone units

If an ASQA RTO intends to offer/deliver a unit that is:

  • a core unit of competency, or
  • a named elective unit of competency

within the packaging rules of a qualification the RTO has on its scope of registration, the RTO can offer/deliver/issue a statement of attainment for the unit without first applying to ASQA to have the unit explicitly listed on its scope of registration.

If an ASQA RTO intends to offer/deliver a unit that is not:

  • a core unit of competency, or
  • a named elective unit of competency

within the packaging rules of a qualification the RTO has on its scope of registration, the RTO cannot offer/deliver/issue a statement of attainment for the unit, unless it has applied to ASQA to have the unit explicitly listed on its scope of registration and that application has been granted.

How to change your scope of registration

 Evidence requirements to add items to your registration scope  

You need to submit evidence with your add to scope application:  

  • for certain training products that lead to a licence outcome  
  • for accredited courses  
  • if you’re applying to add certain training products from the Training and Education (TAE) Training Package.  

We may also ask you for additional evidence during your application assessment when assessing your application.  

Evidence requirements | Industry approvals for certain training products

Some VET qualifications entitle graduates to apply for a licence or an occupational outcome.

Providers need to get approval from the relevant industry regulator and submit the evidence to ASQA to add certain products to their scope of registration.  Learn more about other licensing and registration requirements and which training products these apply to.  

Evidence requirements | Accredited courses  

You need to provide evidence the course owner has given you permission to add an accredited course to your scope.

The national register identifies course owners for each accredited course.  

Evidence | Training and Education (TAE) Training Package products  

To add certain training products from the Training and Education (TAE) Training Package, you’ll need to provide a range of additional evidence with your application.  

You must be registered for at least 2 years to be eligible to apply for certain training products from the TAE Training Package.

Fees to add training products to scope of registration  

A lodgement fee is payable for change to scope applications. NVR applications  

There are two fees associated with changing an NVR scope of registration:

Change of scope application fee Paid on application $240
Assessment fee to add one or more courses Upon closing of the assessment, an invoice is generated and emailed to the provider $250 per hour. Charges applied in 15-minute increments.

You’ll receive an invoice as soon as you submit your change of scope application which needs to be paid before your application is considered complete and can be assessed.  

If any risks are identified and we undertake further assessment of your application, we will request further information and evidence from you and undertake an evidence assessment. This will involve additional assessment charge fees being applied.

Change RTO scope | Remove training products

You need to notify ASQA online via asqanet to remove training products from your scope of registration. There is no cost to remove a training product from your scope.

We’ll let you know if we can’t process your application.

Before you submit your application to remove scope items, make sure there:

  • are no students enrolled in that training product
  • is no regulatory activity in progress for that training product, such as a performance assessment.

How to remove items from your scope of registration
