Transitioning to 2026-27 Fees and Charges
From 1 July 2026, our new fees and charges model will apply. What you pay depends on when your application is submitted or when an assessment begins.
Application assessments
- If you submitted a valid application (with application fee paid) before 1 July, any assessment of that application will be charged under the pre-1 July (hourly rate) model (note: pre-1 July initial registration applications have a fixed assessment fee)
- If you submit a valid application on or after 1 July, the new fixed fee model will apply to the assessment.
Performance Assessments
- If your performance assessment commenced before 1 July, it will be completed and charged under the pre-1 July (hourly rate) model.
- Where a performance assessment commences on or after 1 July, it will move to the new category-based fixed charging model:
- your category and cost will be confirmed upfront before the performance assessment starts
- you will be invoiced when the performance assessment is complete.
Compliance Resolution
- If a compliance resolution process commenced before 1 July, it will stay under the pre-1 July (hourly rate) charging model.
- If a compliance resolution process begins on or after 1 July, it will move to the new pathway-based fixed charging model:
- your pathway and cost will be confirmed upfront, and you will be informed if you change pathways
- you will be invoiced when the compliance resolution pathway process is finalised.

Fees and charges from 1 July 2026
From 1 July 2026, the following changes to fees and charges will apply:
- Annual Registration Charge (ARC) amounts based on provider registration type
- ratio-based ARC calculation for providers that only have Units of Competency on scope
- fixed pricing model for application assessments
- scaled fixed pricing model for performance assessments and compliance resolution based on level of regulatory effort required
- new Late Renewal of Registration Application Fee
- separate charges for
- financial viability specialised assessments
- student assessment compliance validation
- onsite performance visits (note that a site visit associated with a performance assessment is already included in the performance assessment fee).
ASQA fees and charges are determined by legislative instruments
The Australian Skills Quality Authority’s (ASQA’s) fees and charges are determined by way of legislative instrument. ASQA’s current fees and charges are determined by the:
- National Vocational Education and Training Regulator (Fees) Determination 2026
- National Vocational Education and Training Regulator (Charges) Determination 2026

Initial Registration Fees
To become an NVR or ESOS registered provider an individual or organisation must lodge an application. To learn more about becoming an NVR or ESOS registered provider read about the application process on our website.
NVR applications
To lodge an application for RTO registration, there are two fees that are payable:

| Initial registration assessment fee | You will receive an assessment fee invoice when we have confirmed your registration assessment is due to commence. This needs to be paid before your application is assessed. | $5,000 |
ESOS applications
To lodge an application to become an ESOS provider, there are two fees that are payable:
| Initial registration application fee | An application fee invoice is generated and available following submission of your application. Processing of the application is subject to payment of the invoice. | $2,400 |
| Initial registration assessment fee | You will receive an assessment fee invoice when we have confirmed your assessment is due to commence. This needs to be paid before your application is assessed. | $3,950 |
Charges following approval
If you apply for NVR and/or ESOS registration and your application is approved, you will also need to pay an Annual Registration Charge.
An initial application for VET registration has been received. The new applicant has lodged their documents to apply for VET registration with ASQA.
ASQA undertakes an application assessment of the application, and after the assessment they are found compliant and granted registration as an NVR RTO.
Their fees for this process are as follows:
- Application fee: $2,350
- Assessment fee: $5,000
Total costs: $7,350

Registration renewal fees
Renewal of registration is a periodic process whereby a provider needs to demonstrate that they have met and will continue to meet, all their legislative requirements and obligations to maintain registration.
ASQA assesses renewal applications by undertaking a risk-based assessment of the evidence and information it has available, including information submitted by the provider.

NVR applications
The following fees apply to renewal of RTO registration:

An NVR RTO is due to renew their NVR registration after several years of delivering VET to domestic students. ASQA then conducted the assessment to identify potential risks and determine the likelihood, impact and extent of those risks to quality training. The provider will pay the:
- Renewal of Registration Application Fee: $1,250
- Renewal of Registration Assessment Fee: $3,000
Total costs: $4,250
An NVR RTO is due to renew their NVR registration, however their Compliance Manager was on unplanned leave, and the submission of the renewal application was overlooked, so the application was submitted a month late (60 days before the date the registration was due to expire). If ASQA allows a late application, the provider will pay the:
- Late Renewal of Registration Application Fee: $500
- Renewal of Registration Application Fee: $1,250
- Renewal of Registration Assessment Fee: $3,000
Total costs: $4,750
ESOS applications
The following fees apply to renewal of CRICOS registration:

A provider is due to renew both their NVR and CRICOS registrations at the same time, as both have the same registration end date. The provider will pay separate renewal application and assessment fees for each registration type. That is, the provider will pay:
- 2 x Renewal of Registration Application Fees (NVR and CRICOS): $2,500 ($1,250 + $1,250)
- 2 x Renewal of Registration Assessment Fees (NVR and CRICOS): $5,800 ($3,000 + $2,800)
Total costs: $8,300
Change of scope fees
To change your scope of registration you must lodge an application. To learn more about changing your scope of registration read about the application process on our website.
ASQA charges a Change of Scope Application Fee and a Change to Scope Assessment Fee for each change to scope application.
From 1 July 2026 there is a limit on the number of training products or delivery sites that can be applied for, per application.
Each change of scope application, per registration type, can include a maximum of:
Application for change of scope to NVR registration
- Up to 5 qualifications, and
- Up to 50 units of competency
Application to amend CRICOS registration
- Up to 5 qualifications or ELICOS courses, and
- 1 delivery site, and
- 1 change in capacity
Where a provider wishes to change more than the maximum listed, they will need to submit additional applications and pay fees for each application.
NVR applications
Two fees apply to change NVR scope of registration:

An NVR RTO wishes to add 6 qualifications to its scope of registration. They will need to submit two applications: one application for the first 5 qualifications and one application for the additional qualification. This means they will pay two application fees and two assessment fees:
Application for qualifications 1-5
- Change of scope application fee: $200
Change of scope assessment fee: $1,100
Application for qualification 6
- Change of scope application fee: $200
- Change of scope assessment fee: $1,100
Total costs: $2,600
ESOS applications
Two fees apply to change CRICOS scope, capacity and/or location:

Please note:
- When a provider applies simultaneously for a change of scope for both RTO and ESOS registrations for the same qualifications, they will need to submit two separate applications.
A provider that is registered under both NVR and CRICOS applies to ASQA to add 4 qualifications to its scope for both domestic and international students.
The provider will pay two Change to Scope Application Fees (one application fee for each registration type) and two Change to Scope Assessment Fees (one assessment fee for each registration type):
NVR Application for qualifications 1-4
- Change of scope application fee: $200
- Change of scope assessment fee: $1,100
CRICOS Application for qualifications 1-4
- Change of scope application fee: $200
- Change of scope assessment fee: $1,100
Total costs: $2,600
A provider who is VET and CRICOS registered wishes to increase the capacity of students and add a new delivery location where they wish to commence delivery of two new qualifications.
Their Change of Scope application includes adding 2 new qualifications to their scope of registration for VET and CRICOS, an increase to the number of students at their primary delivery location and the addition of one new delivery location.
Their fees for this process are as follows:
- Change of Scope Application fee (VET): $200
- Change of Scope Application fee (CRICOS): $200
- Assessment fee (VET): $1,100
- Assessment fee (CRICOS): $1,100
Total costs: $2,600.
Performance monitoring charges
Performance monitoring charges are for risk-based activities undertaken by ASQA to understand provider risk and how a provider is performing. This may take the form of:
- Quality monitoring
- Performance assessment
- Compliance resolution
- Complaint investigation
- Student Assessment validation
- Onsite Performance Visit
- Financial Viability Specialist Assessment
Performance Assessments
Performance assessment categories are determined using a risk-based approach, in consideration of projected assessment complexity and scope. For example, this may include:
- number and nature of risks to be examined
- training products to be sampled
- delivery locations to be included
- number of students to be interviewed
Providers will be notified of their initial category and associated cost at the start of a Performance Assessment. If the scope expands during an assessment, the provider will be informed of why this is required and the relevant performance assessment category and cost will move up the scale. Any site visit conducted as part of the performance assessment is included in the relevant performance assessment fee.

ASQA contacts a targeted group of providers informing them that a micro performance assessment will be conducted to check certain Compliance Requirements under the 2025 Standards for RTOs, specifically their failure to submit the Annual Declaration of Compliance (ADC) on time. Providers are informed that these will be Category 1 performance assessments with a fixed cost.
The assessment is short and based mainly on existing ASQA-held evidence.
On conclusion of the micro assessment, each provider is given a report outlining the issues identified along with an invoice for a Category 1 performance assessment, as follows:
- Performance Assessment (Category 1) charge: $900
Total costs: $900
ASQA informs a provider that a performance assessment will be conducted as part of routine monitoring. The provider has never previously had a performance assessment. The initial scope of the performance assessment is a Category 2 based on a constrained scope targeting the most common risk factors. As the assessment unfolds, additional issues and risks are uncovered, requiring the scope of the assessment to be expanded.
The provider is notified that the assessment has moved to Category 3. The performance assessment continues with no further scope increase and ASQA issues a report and an invoice for a Category 3 performance assessment, as follows:
- Performance Assessment (Category 3) charge: $7,300
Total costs: $7,300
Compliance Resolution
When a performance assessment is finalised with persistent non-compliance, ASQA will use a compliance management process to:
- help providers return to meeting their obligations and reduce risk to the sector; or
- manage the provider’s exit from the sector
The compliance resolution process is comprised of a tiered pathway structure.
The pathway approach makes compliance processes more efficient, consistent and transparent. Pathway charges reflect the level of effort and complexity involved in reaching a compliance resolution, not the size of a provider or the severity of non-compliance.
Providers with persistent non-compliance after a performance assessment will enter a Compliance Resolution Pathway 1. As the level of regulatory effort and complexity involved in resolving the non-compliances increases, the provider moves up the pathway tiers until such time as ASQA makes a regulatory decision.

A provider has recently completed a performance assessment with ASQA, where a finding of non-compliance was made against the 2025 Standards for RTOs. The provider enters Compliance Pathway 1 under an Agreement to Rectify (ATR). The provider works constructively with ASQA and improves their practices, submitting quality evidence within the agreed timeframe. ASQA confirms compliance is restored and issues a report and invoice for Compliance Pathway 1 charge. The charge applicable will be:
- Compliance Resolution (Pathway 1) Charge: $6,650
Total costs: $6,650
Following a performance assessment, a provider that was found non-compliant against the 2025 Standards for RTOs and enters Compliance Pathway 1 under an Agreement to Rectify (ATR). However, the provider fails to submit evidence on the required due date.
After an extension is given and limited evidence is submitted by the provider, the matter is escalated to Compliance Pathway 2 and a Notice of Intent to suspend multiple qualifications is issued. The provider responds by submitting additional evidence, and ASQA is satisfied that compliance has been restored. The provider receives a report and a single invoice for the Compliance Pathway 2 charge. The charge applicable will be:
- Compliance Resolution (Pathway 2) Charge: $13,650
Total costs: $13,650
Other compliance charges
On-site Compliance Visit
An in-person visit to review a specific provider risk that can only be assessed on-site. The
On-site Compliance Visit Charge will only be applied when the visit is not part of a Performance Assessment.
Student Assessment Compliance Validation
Targeted, risk-based validations of student assessments undertaken to test assessment processes and outcomes for individual cohorts of students.
Financial Viability Compliance Assessment
Independent specialist assessment of a provider’s financial viability by an ASQA-appointed assessor, where specific and complex financial risks have been identified.
Complaint investigation
Applies only in specific circumstances as set out in the NVR Charges framework. It does not apply to every complaint or to unsubstantiated or vexatious complaints.

VET course accreditation fees
Accreditation application fee
To apply for an accredited course, you need to meet a range of requirements.
There are two fees associated with the application for accreditation of a course. These are:
| Course concept application fee | You will receive an application fee invoice as soon as you submit your application. This needs to be paid before your application is reviewed. | $1,350 |
| Accreditation assessment fee | You will receive an assessment fee invoice when we have confirmed your course assessment is due to commence. This needs to be paid before your application is assessed. | $10,700 |
A provider has written and designed a new course, which they would like to become a nationally accredited VET course. To commence the process, they lodge a VET course concept form and pay the invoice of $1,350.
Once they received approval of the course concept, they completed development of their course and submitted an application for course accreditation.
On submission, an invoice of $10,700 was generated and the applicant made payment so that their application could be assessed.
Following assessment of their application the course was found to be compliant with the Standards and their application for course accreditation was approved.
Their fees for this process are as follows:
- Course concept application fee: $1,350.
- Accreditation assessment fee: $10,700.
Total costs: $12,050
Renewal of accreditation application fee
To apply for an accredited course to be renewed, you need to meet a range of requirements.
There are two fees associated with the renewal of an accredited course. These are:
| Intention to renew accreditation application fee | You will receive an application fee invoice as soon as you submit your renewal application. This needs to be paid before your application is reviewed. | $900 |
| Renewal of accreditation assessment fee | An invoice is generated and paid prior to the application being assessed. | $8,450 |
Accredited course amendment fee
To amend an accredited course, you need to meet a range of requirements.
There is one fee payable for each application to amend an accredited course.
| Accreditation amendment fee | You will receive an invoice as soon as you submit your application for amendment. This needs to be paid before your application is reviewed. | $2,900 |
Reviews
Internal Review (reconsideration)
Under the NVR Act and the ESOS Act, a person affected by a reviewable decision may apply for reconsideration of a decision. Reconsiderations require an application per registration type.
If following review of your application it is identified that your application cannot proceed because it does not relate to a reviewable decision, you are entitled to a refund of the amount paid.
There is one fee associated with an internal review (reconsideration):
| Reconsideration application fee | You will receive an invoice as soon as you submit your application. This needs to be paid before your application is reviewed. | $1,000 |
Reassessment of ASQA’s position
Under section of 41 of the NVR Act, a provider may request a reassessment of ASQA’s decision to:
- impose a condition on a provider’s registration
- suspend all or part of a provider’s registration
- reject an application to change (add to) the scope of a provider’s registration; and
- defer making a decision on an application to change the scope of a provider’s registration.
There are two fees associated with a request for reassessment. These are:

Refunds and waivers
Refunds
A refund may be requested for application or assessment of fees paid, subject to the following conditions:
Application Fee - An application fee payment is refundable if a person notifies ASQA in writing that they wish to withdraw their application and ASQA has received the notification prior to ASQA commencing work on the application.
Assessment Fee - An assessment fee payment is refundable if a person notifies ASQA in writing that they wish to withdraw their application and ASQA has received the notification prior to ASQA commencing assessment of the application.
Please Note
- A fee is not refundable if:
- an application is assessed but rejected by ASQA.
- an application is rejected because the applicant has not submitted information within a prescribed timeframe.
The amount of any refund a person would otherwise be entitled to may be reduced by any other amount which the person owes to ASQA (offset).
Waiver of fee or charge
A provider may apply for a waiver of a fee or charge where a special or unusual circumstance exists which would cause the fee or charge to be unreasonable or inequitable.
Upon application, ASQA determines whether, in its opinion, a special or unusual circumstance exists and whether or not the circumstance leads a fee or charge to be unreasonable or unethical.
To avoid confusion, the following circumstances do not constitute special or unusual circumstances for the purposes:
- where the person required to pay the fee ceases to exist, or
- where the person ceases to be registered under the NVR Act and/or ESOS Act
- where the person ceases to carry on business as an NVR registered training organisation or as a registered provider.
- where the person required to pay the charge did not consent to the compliance audit or complaint investigation that resulted in the imposition of a charge; or
- where the person required to pay the charge does not agree with the outcome of the compliance audit or complaint investigation that resulted in the imposition of a charge.
Other circumstances where fees and charges are not payable.
- If ASQA has delegated particular function(s) specified in subsections 224(2), 225(1) and 226(1) of the NVR Act, the fees prescribed in Schedule A are waived in relation to functions which are performed under the delegation.
- ASQA may waive a fee or charge where the amount of the fees that remain unpaid is so small that its recovery would be uneconomical to pursue.
