What is scope of registration?
Scope of registration is the vocational education and training (VET) training package qualifications, accredited courses and units of competency that your Registered Training Organisation (RTO) is approved to deliver.
Your NVR scope of registration is listed on the national register.
Your RTO can't advertise, deliver or issue certification for any qualification, accredited course or unit of competency that isn't listed on your scope of registration.
If you are a provider registered on the CRICOS, read more about changing your ESOS registration on CRICOS.
When to apply to change your scope of registration
You need to apply to change your scope if you want to add or remove training package qualifications, accredited courses and units of competency to your RTO registration.
Newly registered RTOs are not permitted to apply to add training products to their approved scope until they have been registered for a period of 24 months or more.
This is to ensure new RTOs focus on providing quality training and assessment for the products they are initially approved to deliver, and so that ASQA may ensure that the RTO has demonstrated understanding of the educational integrity and commitment required to operate in the VET sector prior to expanding its course offerings.
When you don’t need to apply to change your scope of registration
You don’t need to apply to change your scope of registration:
- to deliver skill sets made up of units of competency already on scope, including those from a training package qualification or accredited course already on your scope
- if a training package qualification or unit of competency on your scope is superseded and replaced by a newer, equivalent version, as your scope will be automatically updated.
Delivery of elective units
Qualifications and accredited courses are made up of compulsory or elective units of competency or a combination of both.
Packaging or course rules describe the requirements and combination of units to achieve a qualification or course; and may include elective units imported from other training packages.
Providers must have all training products they intend to offer/deliver on their scope of registration, including any electives chosen.
Delivery of standalone units
A provider can deliver any part of a qualification on their scope of registration as a standalone unit. Providers do not need to apply to ASQA before delivering standalone units derived from qualifications already on their scope of registration.
Where a provider intends to deliver any part of a qualification that is not listed on their scope of registration, they must first apply to ASQA to add the relevant qualification or unit/s of competency to their scope of registration.
How to change your scope of registration
You can apply online to change your scope of registration using our asqanet portal.
Evidence requirements to add items to your registration scope
You need to submit evidence with your add to scope application:
- for certain training products that lead to a licence outcome
- for accredited courses
- if you’re applying to add certain training products from the Training and Education (TAE) Training Package.
We may also ask you for additional evidence during your application assessment when assessing your application.
Evidence requirements | Industry approvals for certain training products
Some VET qualifications entitle graduates to apply for a licence or an occupational outcome.
Providers need to get approval from the relevant industry regulator and submit the evidence to ASQA to add certain products to their scope of registration. Learn more about other licensing and registration requirements and which training products these apply to.
Evidence requirements | Accredited courses
You need to provide evidence the course owner has given you permission to add an accredited course to your scope.
The national register identifies course owners for each accredited course.
Evidence | Training and Education (TAE) Training Package products
To add certain training products from the Training and Education (TAE) Training Package, you’ll need to provide a range of additional evidence with your application.
You must be registered for at least 2 years to be eligible to apply for certain training products from the TAE Training Package.
Find out more about the evidence required and which training products these apply to.
Fees to add training products to NVR RTO scope of registration
There are two fees associated with adding training products to an NVR scope of registration:
- Change of scope (VET) application fee
- Change of scope (VET) assessment fee
Under the fee arrangements limits apply to each Change to Scope application. An NVR change of scope application can include a maximum of:
- Up to 5 qualifications, and
- Up to 50 units of competency
You’ll receive an invoice when you submit your change of scope application, this needs to be paid before your application can be assessed. The assessment invoice will be sent to you once the assessment has been completed.
For providers who are both NVR and CRICOS registered, a separate application will need to be made each registration type to change scope of registration.
Learn more about fees and charges.
Change RTO scope | Remove training products
You need to notify ASQA online via asqanet to remove training products from your scope of registration. There is no cost to remove a training product from your scope.
We’ll let you know if we can’t process your application.
Before you submit your application to remove scope items, make sure there:
- are no students enrolled in that training product
- is no regulatory activity in progress for that training product, such as a performance assessment.
