VAC 7.12

VET accredited courses specify specialist facilities and resources and the vocational competency requirements of trainers and assessors essential for the delivery of the course.

Your course document must provide information on any required specialist facilities and resources. This includes any vocational competency requirements for trainers and assessors employed by RTOs to deliver and conduct assessment of your accredited course additional to those specified by the Standards for Registered Training Organisations (RTOs) 2015.

Note: On 29 June 2017, Karen Andrews, Assistant Minister for Vocational Education and Skills amended the requirements for trainers and assessors in clauses 1.11, 1.14, 1.15 and 1.24 of the Standards for Registered Training Organisations (RTOs) 2015 by way of the legislative instrument - Standards for Registered Training Organisations (RTOs) Amendment 2017.

In addition to the requirements of clause 1.13 of the Standards for Registered Training Organisations (RTOs) 2015 an RTO’s trainers and assessors must meet the following vocational competency requirements.

Clause 1.14 - The RTO’s training and assessment:

  • a) if delivered on or prior to 31 March 2019, is delivered only by persons who have the training and assessment credential specified in Item 1 or Item 2 or Item 3 of Schedule 1.
  • b) if delivered on or after 1 April 2019, is delivered only by persons who have the training and assessment credential specified in Item 2 or Item 3 of Schedule 1.

Clause 1.15 - Where a person conducts assessments only, the RTO ensures that:

  • a) on or prior to 31 March 2019, the person has the training and assessment credential specified in Item 1, or Item 2, or Item 3, or Item 4, or Item 5 of Schedule 1; or
  • b) on or after 1 April 2019, the person has the training and assessment credential specified in Item 2, or Item 3, or Item 5 of Schedule 1.

To provide training that reflects current industry practice and valid assessment, they must also maintain the currency of their skills and knowledge in their industry area and in vocational education and training.

It is acceptable to include the following statements in the course document rather than specifying the requirements for trainers and assessors in the Standards for Registered Training Organisations (RTOs) 2015.

  • Section B: 6.2—All assessment must be undertaken by assessors who meet the requirements stated to apply under the Standards for Registered Training Organisations (RTOs) 2015.
  • Section B: 7.2—All delivery must be undertaken by trainers who meet the requirements stated to apply under the Standards for Registered Training Organisations (RTOs) 2015.

Specialist vocational competency requirements for trainers and assessors

Accredited courses may require trainers and assessors to hold specialist vocational requirements in addition to the above requirements. Consider all units of competency (including imported units) to ensure that specific requirements for trainers and assessors are met. Details of specialist vocational competency requirements for assessors and trainers are to be identified in Sections B: 6.2 and 7.2 respectively. Where additional requirements for trainers/assessors are identified for a course a justification is also to be included in each relevant section of the course document.

Specialist facilities and resources

Identify any specialist facilities and resources required for training and/or assessment in Section B: 7.2 ‘Resources’.

These may:

  • have been determined by key stakeholders in the development of the course and enterprise units, or
  • for imported units of competency, be required by the parent training package/implementation guide.

The information included in Section B: 7.2 must align with the requirements of the units’ assessment template.
