Issuing qualifications and statements of attainment
As part of the VET Quality Framework, RTOs must comply with the Australian Qualifications Framework (AQF). The AQF provides the standards for Australian qualifications. It is an integrated policy that includes the requirements for issuing qualifications and statements of attainment. The AQF is developed by the Australian Qualifications Framework Council.
Full details of the AQF are available in the
AQF First Edition, July 2011.
Detailed information on the application of the AQF within the Vocational Education and Training (VET) sector—including a number of templates for defining the form of qualifications and statements of attainment—is available in the
National Quality Council's AQF Special Bulletin.
The Nationally Recognised Training (NRT) logo is used to promote and certify national vocational education and training leading to Australian Qualifications Framework (AQF) qualifications or Statements of Attainment. Details on the use of the NRT logo are included in the
NRT logo specifications.
Use of logos under ASQA
Key points regarding the use of logos for ASQA RTOs are outlined below. For further guidelines, see the AQF, NQC and NRT document links provided.
Testamurs
A testamur is defined by the AQF as 'an official certification document that confirms that a qualification has been awarded to an individual'. References to 'testamurs' on this page refer
only to official documents that confirm that an AQF qualification has been awarded to an individual.
A learner who has successfully completed all of the required units of competency or modules (as specified in the Training Package qualification or accredited course) is entitled to receive the following certification documentation on award of the qualification:
- an testamur, and
- a record of results.
The record of results may be provided in addition to the testamur, or printed on the back of the testamur.
What logos should be included on testamurs?
RTOs must include the Nationally Recognised Training (NRT) logo on testamurs. The NRT logo is not to be used on the record of results. The
NRT logo specifications outline its conditions of use. The NRT logo can be obtained from ASQA— write a request on your organisation’s letterhead and send it attached to an email to ASQA—enquiries@asqa.gov.au.
RTOs must include the AQF logo or the words 'The qualification is recognised within the Australian Qualifications Framework' on a testamur. The AQF logo or words are not to be used on the record of results. The new AQF logo is now available from www.aqf.edu.au. Read
Conditions for the use of the AQF logo, July 2011.
ASQA RTOs must not include a state or territory registering body logo on testamurs.
In some cases, for example within User Choice contracts, RTOs may need to include a state or territory training body logo on testamurs, where directed by a state or territory training body.
RTOs must not use the Australian Government Commonwealth Crest logo (e.g. the crest used as ASQA's logo). The Australian Government Crest is only to be used by authorised government departments and agencies.
Statements of attainment
A statement of attainment should only be issued if a learner successfully completes one or more units of competency or modules or an accredited short course, but does not meet the requirements for a qualification (as specified in the Training Package). The statement of attainment will list all of the units of competency or modules achieved.
A record of results may also be issued.
What logos should be used on statements of attainment?
The only logo required on statements of attainment is the Nationally Recognised Training (NRT) logo. The NRT logo is not to be used on the record of results. The
NRT logo specifications outline its conditions of use. The NRT logo can be obtained from ASQA—write a request on your organisation’s letterhead and send it attached to an email to ASQA—enquiries@asqa.gov.au.
Statements of attainment must not include the Australian Qualifications Framework (AQF) words or logo.
