Transition to new Standards for RTOs

ASQA has developed a strategy for transitioning to the Standards for Registered Training Organisations (RTOs) 2015.

The Strategy describes how ASQA will manage most enquiries from RTOs during the transition. There will, however, be some situations that will arise that aren’t covered in the strategy and so these will then need to be dealt with on a case-by-case basis. In these instances ASQA will use a fair and reasonable approach that ensures no disadvantage to the RTO or applicant in the transition to the new Standards.

ASQA’s strategy has been developed to ensure that:

  • the period during which RTOs and applicants are required to respond to multiple regulatory frameworks is minimised, and
  • the new Standards are implemented as soon as is reasonably possible.

To help with this, all audits conducted by ASQA from 1 January 2015 will be against the new standards; however, consideration will be given to aspects of the new standards that do not have a directly equivalent requirement in the existing standards.

This will allow RTOs to receive feedback on their progress towards compliance with the new standards.

RTOs are reminded that they must comply with the standards that are in effect at any given time. In general, existing RTOs must comply with the new standards from 1 April 2015 and new RTOs from 1 January 2015.
